Provincial Express Entry

Express entry is not limited to the federal programs and may be accessible through provincial nominee programs. A Province or Territory may nominate candidates through the express entry pool in addition to nominating candidates through the existing paper-based process. Through this nomination, candidates acquire an additional 600 points triggering a higher chance of receiving an Invitation to Apply (ITA). However, they are also subject to the overall nomination space allocated for each province or territory.

NOTE: Alberta, Nunavut and Quebec do not have PNP programs managed through Express Entry, if you wish to apply for Quebec, click here.

Minimum requirements:
To enter and remain in the Express Entry Pool as a PNP candidate, you must meet both:

• the Province/Territory minimum criteria and obtain a nomination; and
• the Express Entry program requirements, which means you must also qualify under the CEC, FSW or FSTP programs.

Note: Some candidates may qualify for more than one Federal Immigration Program (CEC, FSW or FSTP). Processing offices will choose one program per candidate upon submission of the Permanent Residency application.
Note: LOCK-IN-DATES – When applying for the PNP, the age of the principal applicant and dependent family members are locked in at the date their application for PNP was received.

The Manitoba provincial nominee program has created a new sub-stream which nominates a limited number of MPNP applicants under the Express Entry steam. In this two-fold process, applicants are selected if they have the following:

Step 1

• have an existing open application with a MPNP file number in the Skilled Worker Overseas stream
• have the potential to meet the eligibility criteria of at least one of the three federal economic immigration programs included in Express Entry per the assessment of a MPNP Immigration Officer based on the documents included with your current application

Step 2

• submit a complete Educational Credentials Assessment for Federal Skilled Worker applicants as well as evidence of settlement funds meeting higher federal requirements once contacted by the MPNP
• provide proof of successful completion of an Express Entry profile by sharing your Express Entry ID and Job seeker validation codes with the MPNP

The NBNP is a provincial nominee program for skilled workers to contribute to New Brunswick’s economy. This economic program selects and nominates qualified workers from around the world who wish to live and work in this province.
Applicants who choose to apply under the New Brunswick Provincial Nominee Program Express Entry Labour Market stream will, if nominated, be processed through the federal government’s Express Entry System. This is a two-step process:

Step 1

• All eligibility criteria and selection factors for the Federal Skilled Worker Program (obtaining at least 67 points out of 100); and Provincial criteria, including age (21-55); a signed commitment to live and work in New Brunswick); and other criteria described in this document.
  • Minimum CLB 7 on a language test administered by a designated IRCC testing agency;
  • Minimum secondary school graduation certificate or equivalency;
    • Canadian Credential
    • Educational Credential Assessment
  • Have one year of continuous full-time (or equivalent part-time) skilled work experience (NOC 0, A, B)
  • Age 22-55 years’ old
  • Proof of funds relative to your family size (created a hyperlink here)
  • You will be required to sign and submit a Commitment to Live and Work in New Brunswick form

Step 2

• If you meet these criteria and receive a nomination from the Government of New Brunswick, you may be invited by the Federal Government to apply for permanent residency through the Express Entry system.

Documented proof of your ability to meet these eligibility criteria will be required for both the NBPNP assessment stage as well as the IRCC permanent residency stage

Skilled workers applying for immigration through Newfoundland and Labrador, may also choose to apply under the Express Entry Skilled Worker category. Newfoundland and Labrador can nominate applicants who are applying for permanent residency under one of three categories.

1. Skilled Worker
2. International Graduate
3. Express Entry Skilled worker

The Express Entry Skilled Worker application consists of a two-step process:

• Applicants must be accepted into the Express Entry pool. To confirm registration in the Express Entry pool, applicants are required to provide their Express Entry Profile Number.
• Applicants must have a high-skilled job or job offer from a NL employer based on the National Occupational Code (NOC 0,A,B).

Mandatory Requirements:

• Be accepted into the EE pool;
• Score a minimum of 67 points out of 100 on the NLPNP point assessment grid
• Have a full-time job offer from a Newfoundland and Labrador employer that has compensation in the form of a salary and benefits package that meets Provincial Government employment standards and prevailing wage rates, and does not contravene existing bargaining unit agreements or interfere with a labour dispute;
• Have an Immigration, Refugees, and Citizenship Canada (IRCC) Work Permit or be entitled to apply for one;
• Have a Canadian post-secondary degree or diploma, or an Educational Credential Assessment (ECA)
• Can demonstrate the intention and ability to settle permanently in Newfoundland and Labrador and can demonstrate with proof that they have sufficient settlement funds or financial resources to successfully establish themselves and any dependents in Newfoundland and Labrador; and,
• Can provide language test results that meet EE minimum requirements.

Alongside the NSNP process, Nova Scotia presently offers two Express Entry streams for selecting highly skilled individuals who wish to live in Nova Scotia.

Nova Scotia Demand: Express Entry

Nova Scotia officers reserve the right to select candidates who are applying or currently hold target occupations which depend on the current labour market needs. Only these candidates will be issued nominations.

Eligibility

• have at least 1 year of skilled work experience in one of our target occupations;
• have a Canadian high school credential or equivalent;
• prove language ability in English or French at Canadian Language Benchmark 7;
• score 67 points or more on the stream’s six selection factors;
• show enough financial resources to successfully settle in Nova Scotia;
• have a Express Entry profile with associated profile number

Nova Scotia Experience: Express Entry

This stream selects highly skilled candidates who wish to live in Nova Scotia Permanently.

Eligibility

• have at least 1 year of work experience in Nova Scotia;
• be 21 to 55 years old;
• have a Canadian high school credential or equivalent;
• prove language ability in English or French on the Canadian Language Benchmark (CLB). You need CLB 7 for skilled work in the National Occupational Classification (NOC) 0 and A. You need CLB 5 for NOC B positions;
• have an Express Entry profile with associated profile number

Northwest territories Express Entry stream aligns itself with the federal express entry system allowing eligible candidates to receive priority processing if nominated. Candidates must first be eligible for one of the federal economic immigration programs while applying under the NT Express entry stream.

This is a two-step process:

Step 1

• Must meet the criteria for the Northwest Territories’ Nominee Program Skilled Worker Stream;
• Must meet the criteria for a federal immigration program;
• Have expressed interest in immigrating to the Northwest Territories

Step 2

Once the above eligibility criteria have been met, an Employer can submit an application to the Northwest Territories’ Express Entry System.

Ontario aligns itself with the federal express entry program in offering applicants an opportunity to apply under one of their own Express Entry streams for skilled workers. Applicants under the Ontario Express Entry stream must first qualify for one of two federal immigration programs (FSW or CEC).
After which, applicants may apply under one of two express entry streams:

Ontario Express Entry: Human Capital Priorities Stream

• Work Experience: minimum 1 year of continuous full-time employment (or equal part-time) paid work experience in a NOC 0,A,B occupation;
  • FSW: 1 year in 5
  • CEC: 1 year in 3
• Education: ECA with a minimum equivalency of Canadian Bachelor’s, Master’s or Ph.D degree
• Language: All applicants must have a language level of Canadian Language Benchmark (CLB) 7 or above in all language competencies (reading, writing, listening, and speaking) in either English or French.
• CRS Score: minimum cut-off of 400 points during both the Ontario nomination processing stage and federal application processing stage.
• Sufficient funds
• Intention to reside in Ontario

Ontario Express Entry: French-Speaking Skilled Worker Stream

• Work Experience: minimum 1 year of continuous full-time employment (or equal part-time) paid work experience in a NOC 0,A,B occupation;
  • FSW: 1 year in 5
  • CEC: 1 year in 3
• Education: ECA with a minimum equivalency of Canadian Bachelor’s, Master’s or Ph.D degree
• Language: All applicants must have a French language level of Canadian Language Benchmark (CLB) 7 or above in all language competencies (reading, writing, listening, and speaking) AND an English-language level of CLB 6 in all competencies.
• Sufficient funds
• Intention to reside in Ontario

Applicants under the PEI Express Entry stream are subject to a two-step application process. All applicants must first submit an express entry profile followed by the submission of an “Expression of Interest” form.

The Saskatchewan government also offers an express entry sub-category for applicants who are living outside Canada or with legal status inside Canada. Applicants should want to work and live in Saskatchewan and are presently in the express entry pool while meeting this sub-categories criterion.

The main criteria are the following:

• Are accepted into IRCC’s Express Entry Pool with profile number and job seeker validation code
• Score a minimum of 60 points out of 100 on the SINP point assessment grid.
• Provide valid language test results from a designated testing agency. The results should match what you declared in your Express Entry profile.
• Have completed post-secondary education, training or apprenticeship that’s comparable to the Canadian education system of at least one year in length. You should have earned a diploma, certificate or degree.
  • Have at least one of the following in your field of education or training occupation:
  • One-year work experience in the past 10 years in a skilled profession (non-trades);
  • Two years work experience in a skilled trade in the past five years; or
  • Twelve months’ work experience in Canada in the past three years (trades and non trades)
• Have work experience in a skilled occupation NOC 0,A,B
• Show proof of eligibility for Saskatchewan licensure, if your intended occupation is in a regulated profession or compulsory apprenticeship trade.
  • If in a skilled trade, you’ll need a certificate of qualification from the Saskatchewan Apprenticeship & Trade Certification Commission.
• Have proof of settlement funds and a settlement plan.

NOTE: The International Skilled Worker – Saskatchewan Express Entry sub-category is closed to new applications at this time.

Yukon manages its own Express Entry stream which is also linked to the Yukon Nominee Program.

Mandatory Requirements:
You must have obtained an IRCC Express Entry profile number and a Job Seeker Validation Code that indicates you meet the criteria for one of the federal economic immigration programs subject to IRCC’s Express Entry system (CEC, FSW, FSTP).

Eligibility:

• A valid, permanent, full-time job offer from an eligible Yukon employer to an EE-eligible candidate will trigger a YNP nomination and a subsequent invitation to apply for permanent residence
