One of Canada’s largest provinces with a population of over 8 million, the multicultural Quebec is a popular destination choice for many immigrants. It is well-known for its Francophone heritage that is celebrated through its architecture, arts, cuisine, and multiple festivals year-round. Additionally, its cost of living is relatively low compared to other major Canadian provinces which makes it an affordable place to live in and thrive. Like all provinces, Quebec has its own set of immigration programs, however, with their distinct selection criteria and immigration process, they are able to offer a simpler and faster pathway to permanent residency. Generally, immigrating to Quebec involves two steps:

  1. First, an applicant must apply for a Certificat de sélection du Québec (CSQ) from the Quebec government to show that the applicant has been assessed and accepted for immigration to Quebec by the Government of Quebec.
  2. Once an applicant receives a CSQ, he/she must submit an application to the federal government, specifically, Citizenship and Immigration Canada (CIC) and undergo medical, security and criminality checks.

Immigrants may choose to apply through the Quebec Skilled-Worker program, one of Canada’s most competitive immigration programs, that does not require a job offer or any specific skill level. For those who have obtained their degree in Quebec or have worked in the province for at least one year, they may be eligible for the Programme de l’expérience québécoise (PEQ – Québec experience program), an accelerated program leading to permanent residency. Finally, for those with high net-worth, they may be eligible for the Quebec Self-Employed Program if they can create their own job through the practice their profession; or the Quebec Investor Program and Quebec Entrepreneur Program if they have significant management experience as well.
